Either way, check both the materiallibraries folder and also the materiallibraries folder associated with the the current project (Customise >Configure User Paths - the project folder is set in there). If it's the trial then (AFAIK) there is no default library supplied, or if it is many of the materials will not work work correctly because of many bitmaps not being supplied (the download is big enough as it is). Is this an install fron DVD or from the downloaded trial?
Firstly, it's 3dsmax.mat not 3ds.mat which may be relevant.
